Who can apply?

This programme is for unemployed graduates who have completed a qualification linked to one of the advertised positions. Grade 12 on its own is not enough because these are graduate internships.

You must meet the following general requirements:

  • You must be unemployed.
  • You must live in Buffalo City or elsewhere in the Eastern Cape.
  • You must have completed the qualification required for your chosen internship.
  • You must meet the minimum requirements listed for that position.
  • You must submit all the required supporting documents.

Applicants from towns and districts outside East London may apply if they live elsewhere in the Eastern Cape. Applicants who live outside the province do not meet the stated residency requirement.

The municipality does not list an age limit for this programme. People with disabilities are encouraged to apply.

Many graduates worry that they need work experience before applying for an internship. The notice focuses on your completed qualification, unemployment status, residence and supporting documents. You should still read the requirements for your chosen reference number carefully.

Available internship positions

There are 25 positions across 19 internship categories. Every category has its own reference number and qualification requirement.

Choosing the correct reference number is important. A qualification that is accepted for one position may not be accepted for another, even when the fields appear similar.

MPAC internships

MPAC has four internship opportunities. There is one position under each reference number.

  • Ref 1/27: Accounting Sciences. One position. You need a BCom degree in Accounting Sciences.
  • Ref 2/27: Internal Auditing. One position. You need a diploma or degree in Internal Auditing.
  • Ref 3/27: Social Sciences. One position. You need a degree in Social Sciences.
  • Ref 4/27: Public Administration. One position. You need a degree in Public Administration.

Human Resource Development and Planning

Ref 5/27: HRD&P. You need a National Diploma or degree in Human Resource Development, Human Resource Management or Industrial Psychology.

This position can give a graduate practical exposure to municipal workforce development and human resources administration.

Roads, PIU and Construction

Ref 6/27: Roads, PIU and Construction. You need a National Diploma in Civil Engineering.

This opportunity is suitable for a civil engineering graduate interested in road infrastructure and municipal construction projects.

Data and population studies

  • Ref 7/27: Data Science or Statistics. One position. You need a degree in Data Science, Statistics or another relevant qualification.
  • Ref 8/27: Statistics, Demography or Population Studies. One position. You need a degree in Statistics, Demography, Population Studies or another relevant qualification.

Both positions may accept Statistics graduates, but they are different internships. Compare the duties and qualification wording before selecting a reference number.

Public and environmental management

  • Ref 9/27: Public Management. One position. You need a National Diploma or degree in Public Management.
  • Ref 10/27: Environmental Management, Environmental Science or Botany. Two positions. You need a National Diploma or degree in one of these fields.
  • Ref 11/27: Nature Conservation. One position. You need a National Diploma or degree in Nature Conservation.

Ref 10/27 has two openings and accepts qualifications from three related study areas. Make sure the exact name of your qualification fits the published requirement.

Public administration, libraries and horticulture

This group has the largest number of places in the internship programme.

  • Ref 12/27: Public Administration or Public Management. Three positions. You need a diploma in Public Administration or Public Management.
  • Ref 13/27: Library and Information Science. Two positions. You need a diploma or bachelor’s degree in Library and Information Science.
  • Ref 14/27: Horticulture. One position. You need a National Diploma in Horticulture.

Public Administration graduates should compare Ref 4/27 and Ref 12/27 carefully. Ref 4/27 requires a degree in Public Administration. Ref 12/27 specifies a diploma in Public Administration or Public Management.

Accounting

Ref 15/27: BCom Accounting. There are two positions. You need a BCom Accounting qualification.

This category is separate from Ref 1/27, which specifically requires a BCom degree in Accounting Sciences. Use the reference that matches the wording on your qualification.

Occupational health and safety

Ref 16/27: Occupational Health and Safety. You need a National Diploma in Safety Management.

This internship is intended for graduates who have completed the required safety management qualification.

Supply chain, logistics and cost accounting

  • Ref 17/27: Supply Chain Management. One position. You need a National Diploma in Supply Chain Management.
  • Ref 18/27: Logistics. One position. You need a National Diploma in Logistics.
  • Ref 19/27: Cost and Management Accounting. Two positions. You need a National Diploma in Cost and Management Accounting.

These are three separate categories. A general business qualification does not automatically meet the requirements for Supply Chain Management, Logistics or Cost and Management Accounting.

Check all the reference numbers and qualification requirements in the official BCMM internship notice.

What you can gain from the internship

The programme gives successful graduates 24 months of practical experience in a municipal workplace. This can help you understand how local government departments operate and how your academic knowledge is used in real projects and services.

The skills you gain will depend on your placement. For example, an accounting intern may gain exposure to municipal financial processes, while a civil engineering intern may learn about road and construction projects.

Other interns may develop experience in human resources, data work, environmental services, public administration, library services, horticulture, safety management, logistics or supply chain processes.

This experience can strengthen your CV and help you build workplace skills. However, competition is likely to be strong, and completing the internship does not guarantee permanent employment.

The vacancy notice does not state the stipend amount. Do not rely on unofficial social media posts that promise a specific payment.

Documents you must submit

You need to prepare a complete application pack. Missing documents may cause your application to be disqualified.

  • An updated curriculum vitae.
  • A covering letter that clearly identifies the internship position.
  • Certified copies of your relevant certificates, diplomas or degrees.
  • A certified copy of your identity document.
  • A certified copy of your driver’s licence, where applicable.

Your certified copies should be made from the original documents. Do not submit photocopies of copies that were certified before.

The official notice does not ask for a Z83 form, an academic transcript or a separate municipal application form for this intake. Submit the documents that the municipality has listed unless BCMM publishes an official update.

How to apply

Applications must be submitted by hand or by post. The notice does not provide an online portal or email address for applications.

  1. Read the official vacancy notice from beginning to end.
  2. Find the internship that matches your completed qualification.
  3. Write down the correct position title and reference number.
  4. Prepare a covering letter that identifies that internship.
  5. Update your CV and check that your contact details are correct.
  6. Make certified copies of all required supporting documents.
  7. Place the covering letter, CV and supporting documents in one application pack.
  8. Hand-deliver or post the application to the correct address.
  9. Make sure the application reaches BCMM before Friday, 13 November 2026.

Tips to improve your application

Many applicants struggle with reference numbers, certified documents and late postal delivery. These small mistakes can prevent a suitable candidate from being considered.

Match your qualification exactly

Compare the name on your qualification with the requirement in the notice. Do not assume that two qualifications are accepted because they sound similar.

This is especially important for the accounting, statistics and Public Administration positions. These fields appear under more than one reference number, but the requirements are not identical.

Use the correct reference number

Put the correct reference number in your covering letter. Also include the full title of the internship so the municipality can identify the position you are applying for.

Check the number again before submitting your documents. Ref 7/27 and Ref 8/27, for example, both mention Statistics but cover different categories.

Keep your CV clear

Place your contact details, completed qualification and relevant skills where they are easy to find. Use a phone number and email address that you check regularly.

Do not claim experience or qualifications that you do not have. Buffalo City Metropolitan Municipality may verify your information and documents.

Check every certified copy

Make sure each copy is clear and properly certified. Include both sides of a document when important information appears on the back.

Check that your identity document and qualification copies are included before sealing the application. Add a driver’s licence copy only where it is applicable.

Apply before the last day

Hand delivery gives you more control over the timing, but you should still avoid waiting until the final day. If you apply by post, allow enough time for delivery to East London.

Keep your own copy of the application pack. You can also note the date and method you used to submit it.

What happens after you apply?

The municipality may check your qualifications and the information in your application. False information or fraudulent documents can lead to immediate disqualification.

BCMM reserves the right not to fill some or all of the advertised positions. Meeting the minimum requirements also does not guarantee that you will be shortlisted or appointed.

If you are not told the outcome within 28 days after the closing date, you should regard your application as unsuccessful.

For questions about the internship opportunities, contact the municipality on 043 705 3284, 043 705 3283 or 043 705 3508.

A separate technical graduate programme

Buffalo City also advertised a separate Young Technical Graduates Training Programme in 2026. It covered engineering, GIS, geomatics, town planning and property valuation.

That programme lasted three years and closed in May 2026. It should not be confused with this 24-month Internship Programme, which closes on 13 November 2026.

Prepare your application now

Start by choosing the reference number that matches your completed qualification. Then prepare your covering letter, update your CV and arrange certified copies of your supporting documents.

Check the whole application before submitting it. There are only 25 places, so you should expect competition and follow every instruction carefully.

The deadline is Friday, 13 November 2026. Hand-deliver your documents early or allow enough time for postal delivery. A complete and accurate application gives you the best chance of being considered, but no applicant is guaranteed a position.
